Yes, according to Amazon reviews. If you want to switch more than 1 USB peripheral e.g. mouse and keyboard then you need a simple usb hub aswell. Doesn't help with the screen though (if you have 2 computers and only 1 screen between them.)

I use something called ShareMouse and it’s great! Requires both PCs to be on the same LAN however.

I can see how this might be handy for non-networked PCs though.

Agreed. I use this one for less than half the price though. I had to wait for it to arrive, but I don't think my mouse and keyboard are maxing out the USB2 bandwidth yet, even though I'm typing really fast. It
I use a similar device to switch between desktop and laptop with a usb 3 universal docking station. Very useful.

thats a different kind of tool though. Synergy/sharemouse might suite better some usecases

compared to sharemouse, synergy supports windows/linux/macos

edit: synergy used to have a free version a couple of years ago - it seems not anymore it's one time fee (not a subscription) so it's not too bad
