So are you just going to buy this phone to look at it? by the time you have got a sim only deal which will be roughly £12pm for a half decent one you are looking at a lot of money. that's an extra £288 on top of the £649 you are nearly looking at £1000 over 2 years in comparison to a contract deal which works out at a little over £600 over the 2 years and you're not lumping out £650

No, but you could be coming to the end of your contract and not wanting to pay for another 24 months, or fancy a mid contract phone change, and decide this is the one.
Weirdly, not everyone wants to be stuck in a 24 month deal. Me included,

It would still be cheaper just to pay off the contract if you wanted to change after 12 month
On this basis, I gotta agree with MonkeyMan90. Also, makes it easier to pay off monthly, rathe than all in one go.

Having said that... Can you highlight a contract which works out cheaper than this with the phone?
find me a cheap s9 plus contract with at least 5gb data for under £750

You also seem to forget yours is a refurbished, against a new one if you buy on contract.

If this were me, I'd buy it on my 0% credit card for this bargain price (I wouldn't personally coz I don't like Samsung) then get a cheap sim only for under a tenner, then maybe in two months time when/if I find a better sim only deal, I can change network /tariff, without being tied into a deal for two years.
Refurbished phone for £600+ , thanks but no thanks!
