DNR is digital noise reduction. Nothing to do with cuts to a movie. It just means that the source image they used to make the blu-ray wasn't great so they artificially "smoothed" the image out, making it appear cleaner but losing a lot of fine detail in the process. Film purists universally hate DNR, but the general public doesn't know/care about it.

Sorry I was using the techie speak. It's similar to how alot of viewers leave noise reduction and motion flow active on their TVs, completely changing how the image is presented, making movies look more like tv shows losing the film quality and making everything too smooth and artificial
