Looks a good buy for a home media setup etc. I had a 400w supply running my system for the past 5yr +, didn't get the need for all these massive power supplies. Just upgraded to the seasonic px 550w as looking at new motherboards seeming like quite alot need two eps connections now. The power supply I got looks to be all good quality so assume this would be the same

You don't always need masses of power and this is a well built tier 1 power supply. I went for a 550w and that was just over £100, but platinum rated. There's no point going bigger as I don't need it and efficiency is worse at the low and high ends of the spectrum. For a normal computer this should be fine. If in any doubt seasonic have a calculated to say what size supply you need. For a media pc this would be ideal, the fan is near silent, something that can't always be said for cheaper supplies

Very doubtful any PSU wont run anywhere near it's quoted power. Top tier ones are more lightly.

No every decent brand easy runs what they say or more... this deal is dumb since you can get bigger for the same price thats around the same grade. 450w will not be enough for a big gaming pc. Enjoy throwing 60 quid to game on a low tier card... why would someone pay 60 for this if they cant afford a bigger card? Its stupid... makes no sense... dumb price bracket for the psu simple as that.
My estimated wattage for PC I'm building is 250W so I assume this should be plenty?

Yes, of course, and you'll be taking advantage of the Gold efficiency rating which peaks at around 50% usage... not that you'd save that much on the elecy bill in reality, but...

I just bought the fully modular 650W version of this. Researching it one review said it reached 700 watt.
As for the rest of your comment... Jesus... as you say, 'dumb'.
