Not explaining how to do VPN as there will be loads of guides on internet and even under some of the discussions on HUKD but can categorically confirm that there is no risk whatsoever!
No one will ban you for buying games using VPN etc!
I have been doing that for over 2 years using codes from Europe, Argentina, Brazil, Turkey and USA and never had any email, warning or anything similar from anyone.
One thing to be aware of, they will ban your account from being able to earn Microsoft Points if you use VPN to hop in between countries to try to get more MS points.
