Nope these are for when you "think" you've turned everything off at the breaker, & before you start ripping out / adding on etc you check the "live state" of what you intend to work with, as especially in older houses the labelling of wiring may be questionable, & there may be other breakers in place elsewhere supplying a live feed.
So you turn this on, observe it lighting up & beeping to give you the heads up that there is voltage flow (or otherwise) ..these are a cheap item that gives you confidence to do a job, yes sometimes they give false positives based on alternate live cables proximity kit sensitivity but are a good aid overall.

This is not trustworthy. I put it on top of a live wire and it said it was dead. To double check I replaced the blown bulb and the bulb came on to my surprise.
There is one by Fluke that does a similar thing that’s I’ve used to see if the 230v has been turned off/isolated. They sell them on amazon and it’s probably only about £20. Well worth it as you can imagine. Basically anything passing over 90v and above will flash
