It's all a matter of taste.

I think any reasonable person would have to admit that Sim City 4 lacks a *lot* more compared to Cities Skylines than the other way around, and that's before we even talk about the extensive modding scene.

But that's not to say that Cities Skylines is necessarily the better game as a result. There's still something about that Maxis charm that CS will never have and that's worth a lot to many people, including myself who grew up on Sim City. But I think the most common complaint for CS is probably just where the level of challenge lies. Once you understand how to build up the basics, profitability comes basically assured. There's very little financial management required. Which means that how you choose to build afterwards isn't really important in any meaningful sense. It's more like a canvas. Certainly there can still be challenge for self-imposed reasons if you're trying to go for a very specific vision, but usually the notable 'problem solving' you'll be doing is traffic management, which can be interesting at times, but can also easily become tedious.

Not saying any of this to slam on CS, I think it's fantastic, but it definitely hasn't *replaced* Sim City altogether. Revisiting Sim City 2000/3000/4 is still extremely worthwhile even nowadays. They all still hold up in their own way.
