I can't really see that that is possible, I live in open countryside in a small depression where even GPS fails to function. Where are these cameras?

Well maybe not so much in a countryside but most shops have cameras everywhere
Many cars have dashcams

Street cameras. Speed cameras. Security cameras. Dash cams, ATMs, etc are all things what can catch you scratching your balls when you think no one is around, many homes now seem to be buying security cameras and Ring Doorbells.

So this is "recorded by hundreds of cameras every second?" There certainly aren't any street cameras here and more than one car an hour (or less) would be a novelty. I think it's well known that burglaries and theft have moved out of the cities, at least for the practiced criminals and 'it is thought', the illegal immigrants in the SE.
