And I assume its like PS4 and the 2nd and 3rd game make up that download and aren't on the cart.
If you buy this, play it, and then resell it, will the new owner still be able to download the content? Or is it tied to your eshop account forever?

It's only a onetime deal if there's a code/voucher included for the other games. If not it should be good to resell.

Agree. Unless they reprint on a larger cart in future. Which is very unlikely
