It's because you own almost the whole bundle, you probably miss one or two small DLCs.

The false positives and grinding people are talking about on GTA online is so off-putting. I want the game so badly but not if i'm gonna get banned just for being in the same game as hackers. The solution appears to be don't play public, which sucks.

The way I read it, the Skyrim Special Edition is only available for free to those who had Skyrim Legendary (or the main game plus add-ons) on the 28th October 2016?:
"To ensure eligibility, you must own all Skyrim content on Steam on or before October 28th."
