Sign up to Humble Bundle. Add the game to your cart @ 0.00, go to checkout and they will send you the Steam key.
You, or rather he, will need to sign up for Steam which is also free and activate it using the key. The key might have to be activated before a certain time. He could sign up for Steam now on any PC and activate it, long before he gets his gaming PC. You can have Steam accounts on multiple computers.

Good little game this! Especially if you enjoy rock/metal music and Jack Black.

Also has the dubious honour of probably having the most misleading demo of any game ever.
