Free £3 is free £3...
It has been that price for nearly a month now, so not really a deal. If you do buy, get the 5% off voucher and / or Quidco
Quidco is only 1% so probably go with the 5% off code

Twice per account. If it runs out just make another. IMHO CDkeys are stupid for introducing the limit, used to be unlimited use, only encourages people to make extra accounts, which will then forever lie dormant after being used twice....
Bit of a meh deal IMHO though to be fair it's hard to find Steam credit with any significant discount, especially during sale time.

Personally if I was buying this much all at once I would want at least £5 off to consider it worth my while but as I said I don't think anywhere is doing it so if you must have it, it's probably best bet but can't vote hot on such a modest discount....
Pretty much every game available on steam is available cheaper elsewhere (usually much cheaper) so this deal is pretty pointless and only obliges you to get ripped off by purchasing directly from steam.

I'd mostly agree but Steep for example is £13.49 right now, which appears to be cheaper than all the grey market sellers and Uplay itself (even if you use the 20% discount for 100 points).

On the other hand, if you hate the game you can get a refund if you buy thru steam!
