It will charge any smart phone that takes a 5V 2A max input (All USB). Yes it will charge all iPhones and other smart phones. Obviously you will need to have the compatible USB cable for the smart phone.

Vita needs 1.5 amp at 5V to charge. 3DS around 1 amp. So yes, with the correct cables it should be fine.

I've used it for a couple of days, can't say the charge on it is that brilliant.

I managed to get my phone charged twice (Sony Xperia Z3) and my ipad 4th Gen from 20% charged once and then to 43% from 18% in which the light indicators say there's less than 25% of the power bank left.

I don't know if it's due to charging my ipad or not, but that's what I'll be using it for as well as my phone as I'll be travelling for two months, with little notion of when the next plug is.

Gonna continue to use it for a week or so and see what I get out of it. Potential return on the cards if that's all I get out of a 25600 mAH power bank.

Build quality is pretty good, plasticky but durable. 3 USB ports is a big plus too.
