I guess 'Mortar' has a harder sound when you pronounce it, so it goes at the end. You get similar issues with sandwich fillings, is it 'cheese and ham' or 'ham and cheese'? In that case, you might be thinking that the main ingredient goes first. Maybe you think the 'Mortar' is more important? I doubt many people know which one is which, so just copy the rest.

I agree with the Mortar and Pestle brigade.

You use the mortar with the bricks -> the bricks are the main constituant -> bricks and mortar.
You use the pestle in the mortar -> the mortar is the main constituant -> mortar and pestle.

Anyway, wiki says mortar and pestle so I must be right X)
