Technically localhost (usually) means 127.0.0.1 but 127.0.0.1 doesn't mean localhost.

Just depends how your /etc/hosts file is set up (on real computers).

No. He means 127.0.0.0/8

As /8 means only the first 8 bits have to be matched to the specified subnet, ie the first subset, 127.

Any address in the 127.x.x.x format will resolve to localhost on default configurations. 127.0.0.0/24 will require the first 24 bits (three subsets of 8 bits) of IP addresses to be matched to the subnet, and hence will restrict it to 127.0.0.x
