Tesco instore has it at £6.99. It is on the yellow promotion shelf edge labels, so might be nationwide.
It is showing as £13.99 on line at Tesco. Instore offer only.
This was in the Uddingston branch outside Glasgow.

Only an idiot would buy a machine then buy expensive refills to put nappies in. You could probably buy all the nappie sacks you need for less than the price of one refill. It's not rocket science!

Believe it or not, I use nappy sacks, when out and about. Hence I'm aware how poor they are at sealing in the whiff of a nappy full of poo. My kids nappies have to go in a bin in the garage and even sealed in black bags - nappy sacks don't cut it. Sangenic wrappers do. They seal the whiff in. Believe me, if I could get away with being an idiot and only spending 35p I would.
