That's not great if you can only get two charges for your note 4. The capacity of this power bank is greater than that

The Note 4 has a 3220 mAh battery so you should get 3 full charges really, that suggests the listed mAh of 10,400 is a bit of a fib.
Must be a national deal, none left in stock at colchester highwoods though but the sticker was there!
Hot price if you can find one.:)

Some here don't understand energy transfer. Also likely that they are still using the Note 4 whilst it is charging so some will be used to power it during charging time. As for capacity...

I'm glad you said it because it needed posting! Not only that, but people seem to forget it has a 3.7V battery, converts to 5V for USB and then is converted again by the phone back to 4.2V (the Li-ion charge voltage); all this conversion doesn't come for free!

OP, how many were left in Tesco in-store at Bursledon when you saw them? Would like one, especially as it's a convenient shape but it's a bit out of my way.

then the battery is supplying
5/3.7 amps
Thats the cost of boosting 3.7 to 5volts
are these found in the tech bit or the battery bit, coz i've looked everywhere and my tesco doesnt sell any power banks at all it seems like
