Yes. They show current usage, so when it goes to 0 should tell you that I think (It'll be tumbling at least, even if it's not heating at that precise moment).

I've not found a way to interrogate the power usage from a HS110 and then trigger an alarm based on a value.
Just bought three of these for £25 from my neighbour can't wait to try them

Yes, you need to enable WOL (wake on LAN) on your PC and use Google Home (or Alexa) and then use IFTTT. Example here:

You can do this from Home Assistant and presumably other home automation software.

You have another option -
I have a cheap energy monitor which has 2 units. One clips around the incoming cable to your electric meter and displays your usage wirelessly on a second unit. Because a drier uses a lot of electricity, you can see when it has finished (the current usage drops). Mine is something like this -
