It being only USB bus powered, and not externally powered in any way, or something.

So my question is this, if allllllll 4 of it's USB ports are therefore occupied by external Device's (4 portable hard drive's for example).

Would there be a sufficient power draw then, from this USB 3 4-port hub, to be able to then power them alllll simultaneously, etc?, or ... thanx.
I've had alot of these type of hubs over the years most time you be lucky if can get two hard drives running normally on them these are good for things like mouses, USB sticks light load items running together!!!

Nope
The max power this can supply is governed by the max your laptop/pc can give
What you can do is use this to connect mouset and memory sticks and other peripheral devices that don't draw much power and one external hard drive, which would be free up another USB port for a second hard drive
