I'm genuinely confused, how is checking your tyres for safety a waste of money? Not everyone is capable of 'reading' their tyre wear (judging by the tyres I see on a near daily basis) though it is important to be able to. This TWI may help someone realise their tyres are dangerously worn.
I believe the 20p test suggests it is time for new tyres for the sake of safety rather than legally. Tyres within the legal limit aren't necessarily safe, particularly during the weather we're faced with though I won't get started on a winter tyre rant.

20p test not true? Are you for real? This is what I do all the time so how is truth defined in your dictionary? As far as I am concerned spending just 75p (which is peanuts) to check thread on your tyre is absolutely fine.

Just run your finger along the deep part of the tread and try and feel for the wee square raised bits. I'm sure most tyres have these nowadays. It's a built-in tread checker. If the wee square is a millimeter or two from the tyre surface, then you should look to change it soon. If it's less, then change it now!
