It's much faster, regardless of the size of file.

Edit: to elaborate, in order to properly answer this question we'd need to know exactly what you mean:

Moving a file from one directory to another on the same external disk?
Moving a file from an internal disk to the external USB disk?
Moving a file from a network share to the external USB disk?

A lot of this depends on what you're trying to do, and your setup. So glib as it may seem my answer is right in the sense that all IO bound transfers to a USB 3 device are much faster than a USB 2.

About twice as fast in real life, judging from the WD one I bought.

My Samsung 640 gig given a usb 3 or esata enclosure is three time the usb 2 speed
