Probably,as there are by laws. The only thing that is allowed on walkways is wheelchairs, mobility scooters and pushchairs, you're not supposed to use bicycles but I've never been stopped by police ever :/

I was once stopped by police, they just told me to go on the road or push it.
No need for police to confiscate it, it will likely be stolen from you within days.

It's madness really, you'd think with proceeds of crime or other fines which could potentially be imposed that policing could be self sufficient.

On topic though, I'd be reluctant to drive this on the road and is it really worth the agro from riding this on the pavement?

Just save up and buy an electric moped.

This does require tax and insurance etc. Good luck finding a company that will insure you for road use on this. This is an absolutely useless item in this country.
You could spend £360 on a half decent bicycle and improve your health and not risk attention from the police (in the unlikely event you ever see any police).
