It depends what you are trying to achieve. If you are after an 'all over' cut/buzz cut its not difficult at all. The only issue is the edges if you want them really sharp you will need help. Obviously if you are trying anything more advanced you would need some practice! I've used clippers for around 15yrs with shorter cuts as I've got progressively balder, I'm now on balding clippers which give you a really short cut.
Since I cut my own hair I can do it really often, so it may not be as great as a barbers, but still stays sharper than when I had a full set of hair and was getting it cut once every 4-6weeks.
What about chest hair...?

Same grade all over and then brush or hoover the area. 10 minutes every 2 weeks.

Once you get used to the clippers its no problem. Like a lot of folk that have them, i just use it to keep my ned in order. Use a mirror when doing edges. Either cut your hair over the bathroom sink and chuck it in the loor or in a room with laminate or similar hard floor and just sweep up when done. Easy.
