No they are not.
Never seen Wera tools at Homebase before, always struck me as more of a Rolson shop.
Exactly. Been a few Wera deals on here recently and I've never seen them stocked in the Homebase stores I've been in
Homebase is I weird place. Like you say its normally rolson type shod at wera type prices. Then they went a bit crazy and started selling everything but not at every store. Bosch Pro, makita, dewalt, normal bosch, 3 other cheaper end power tool makes. They lost their way, got bought out and are now trying to sort it, hence the massive sale. Have been some genuine bargains there of late.
Might be silly question but what does CPC stand for please?
Combined Precision Components. (CPC.CO.UK)
You know you can magnetise them by rubbing a strong magnet down them , in one direction ?
Not quite the same set at CPC for £16.55, different tester for starters and I think different screwdriver configurations too, the most similar set at CPC is £23.51 or £32.05 given it's not completely clear which of the wall mount sets is the homebase one is.
Buy a magnetiser, that's all they do at the factory anyway on magnetic parts.

Looks like one with a metallic cap, i.e., one that completes the circuit with your body. They've fallen out of favour for fear of being dangerous since the only thing stopping you getting shocked is the resistor inside it.
As long as they're from a reputable company, and they're used properly, they're safe enough.
