I have a similar kit that I got from play.com.
It has a cutting fluid that you rub on the disc with the cloth supplied.
You are effectively rubbing out the big scratches (and replacing with fine ones) so that the laser can read the disc without skipping.
It certainly worked on a data cd from work that we couldn't read because someone had left it on a desk and then used it as a coffee mat.
The result doesn't look pretty but the aim is to get your data (or music) back.
