Nope no on off switch as I'm aware. When the PC turns off the mouse usually turns off however I always get the batteries out. Regarding how long the batteries last it depends on the make as I used cheap ones from poundland and they lasted like a few days, I'm currently using Duracell and they have worked for over two weeks so far now and still running,

It should have an On/Off switch located under the mouse.

A wireless mouse will not turn on when PC turns on, only a wired mouse can do this.
