Saw a programme about learning to ride this way and they looked brilliant! I think you can also get them with removable peddle systems that you add on after a bit once the kid has mastered the balance part.
Can't you just take peddles off a normal bike? That's how I taught my children.
10" bikes with pedals are not that common.

Size is sometimes an issue. It's harder to find bikes with pedals that are low enough for the height of children that are ready to use balance bikes. My son was 20 months old when he had his first BB and even 10" was a little too big.

Balance bikes are great! Bought one for my daughter when she was 3 and she loved it. Next summer she taught how to ride a proper bike (no stabilisers) within a couple days!

Highly recommended, but padded seat is better. We had John Crane Tidlo First Bike.

Balance bikes are great for little ones to improve their balance.

We had a bad experience with this product with the bike breaking after my daughter took a fall - the wooden frame split around the joint with handle bar. Unfortunately it was out of warranty as we bought it for her at Christmas and she was too small to ride this at the time.

We then bought a new balance bike from Decathlon which was about the same price but much much better made.

My little on rode this from the age 2 1/4 for one year. She then made the transition to a bike without stabilizers in about 2-3 runs. It was amazing.

This bike is great value (even at the £45 I paid), however a couple of pointers:
- The saddle really isn't that comfortable (my little on complained),nothing I could do seemed to help.
- There are only two height adjustments (not a big problem)
- I failed to check the bolts every month on the bike , and the rear axel eventually fell apart, and a key bit went missing.

Plus points:
Very very light = easy and fun to use.
Smallest turning circle is just right.
The kids love it.
