A flop is one floating point operation per second. So this card can perform 2.4x10^12 floating point operations per second. This type of operation is needed for graphics, whereas CPUs mainly perform integer operations (I think). It's basically a good measure of how "powerful" the card is - certainly better than clock speeds or how much vRAM it has.
