I bought one of these from Saverstore and what it actually does is massage round the eyes with magnetic tipped "fingers" - which supposedly contact acupuncture points. According to the instructions, this is supposed to help stimulate the blood flow in the brain.

Not sure it's doing anything for my brain but it is really good for my eyes when I've spent too long staring at a screen!
