No it’s not

If it can be propelled without pedalling, then it is classed as a "twist and go" EAPC. So it requires type approval, registration, insurance, and a moped licence.

Read further down in the link you posted yourself.

"The bike must also be type approved if either:

it does not meet the EAPC rules
it can be propelled without pedalling (a ‘twist and go’ EAPC)"

The fact that the description says it has a "pure electric" mode suggests it wouldn't be legal. Whether the police would actually care or not is another matter.

I agree with blake_7 - this bike has "twist and go" switch on the right handlebar, so it needs type approval to be road legal, which it won't have.
Not sure about ZIYOUJIGUANG more ZAWYOUKUMANG
Lol at the peeps arguing about the legality on here. The twist throttle tends to break on these, according to a few forum posts I came across. Hopefully just lemons. Not designed by Xiaomi, it's a clone of the Xiaomi himo v1. So bear that in mind.
I rather liked the last paragraph

So when you are down to 30% it cuts out - doesnt look like there are any gears - not a great way of persuing fun!
Has anyone brought this bike. would they recommend it or not. just looked at youtube videos and it looks cool
I just got one for the price its ok i paid £308 for mine i would only use for short trips to the shops i have a bigger e-bike for long distance i think 20inch wheels are better for long distance. But this bike has a few advantages over my bigger bike like i can lift it with one hand to get it out of my flat and with the built in lights its ready to go if its dark somtimes i may need to carry it up or down stairs like at a train station with no lift or a broken lift which would be impossible with my bigger e-bike. Also although the tyres are not puncture resistant they are thick and chunky rubber and ime sure they would cope well with broken glass and thorns which is bad were i live i hope this helps you decide and at least it has rear suspension and also the folding pedals seem very strong and well made .
