Just upgraded with O2.Nokia 5800 with 400mins and 500 texts for £15 a month,18 month contract.

You've kind of screwed yourself by "being a low user" O2 Retention look at your recent usage before offering you a deal, that deal will usually be below your typical usage so as to encourage you to go past inclusive bundles and into metered charged calling terrority to add to your rental.
You have two choices if you want a decent deal imo:

1) Stay with O2 but use as much as your bundle as possible, if out of a contractual period, you'll be a rolling contract, call back in 3-4 months saying you want a pac code, tell them you're going to some great cashback deal you have seen, you should get a good deal

2) Ask for a pac code asap, move to another network with a better deal from a reseller.
