2K and 4K displays (tv and monitors) are becoming more and more available and cheaper and cheaper to be had.

2k smartphones have been out for years

2k Tablets have been around for years

SuperHD laptops have been out for years

Seem to see a lot of computer deals, self builds etc.
However a lot of these PC deals, souped up an all with nitro graphics this that and the other yet still only mostly display 1080p

Im after a relatively affordable 4k PC, I rarely do any gaming - mostly browsing, streaming, youtube etc

(Reason for post: I have a brand new UHD samsung monitor, attached to my 6 year old Dell PC - when browsing the images look fine and but the texts look jagged and blurry - not like my ipad, or Samsung S7)

and yes iv messed about with the settings on the monitor and the graphics card no end!

A 6 year old machine may or may not support 4k resolution. The issue you are having suggests you aren't running it at 4k (3840 x 2160 pixels). Your display/monitor settings will show you what resolution you are running at.

If you can post the model of graphics card used, the operating system, and also what cable is used between card and monitor that could also be why. Some monitors require display port to get best out of it, and you certainly need hdmi 1.4 or preferrably higher. An update to the graphics card firmware and drivers may also enable support of 4k on your machine.

Finally, what are you using the PC for? If you are a light user (think office and web browsing), then buying a whole new system may not be necessary. If you are just concerned about the display and nothing else, simply upgrading the graphics card could be enough. You can pick up something like an AMD RX 570 for £80 on ebay and that will display 4k content just fine.

If you do want to get a new system, consider building one, it's easier than ever these days and you'll get more for your money. Something like pcpartpicker.com/ will help you understand how and what parts are compatible. It's very easy honestly.

PCs developed in a way that treated screens very differently to TVs.

TVs always display the same picture regardless of their size. So an object always takes up the same proportion of the screen and is displayed larger on a bigger screen.

Personal Computers went the other way. Objects were always displayed the same size and a larger screen meant you could display more stuff at once.

So for PCs objects are sized in terms of pixels and shrinking the pixels means shrinking the object - increased resolutions were expected to come with increase in physical size.

By the time iOS and Android started development it was clear that video watching on computing devices was going to be popular, and that phones might want different sized pixels for other reasons, such as power efficiency or to add details.

So iOS/Android size objects in abstract units and all their applications were designed to cope with abitrary screen resolutions from the start.

Apple also forced the transition on Mac OS but rolling out HiDPI screens across the range over a short period of time.

Microsoft have been encouraging this for years - for example all programs written using .net interface elements (launched 2006) are resolution-independent. But with less urgency from users, software developers haven't been very quick to support it and it's apparently just in the last year or so that it's reached the tipping point where a large enough number of programs support it

Some are still only compatible rather than fully supporting it and will scale properly but with some blurriness (especially at scaling that isn't a multiple of 100)

Also, something else that may be a factor is that PCs have generally had their own resolution choices, this desire to have exact copies TV resolutions of 4K, 1080p etc. for video watching is also relatively new.

Although it sounds like the blurriness you're seeing is mainly because you're trying to run the monitor at a non-native resolution. That isn't something you'd ever see on a phone where the screen and graphics hardware are chosen to work with each other. If you had the option to fit the latest high resolution screen to a six year old phone you'd see exactly the same thing.

In fact some 2013 PCs, those with DisplayPort 1.2, are capable of running a 3840x2160 screen properly, and I very much doubt any phone of that age could do so.

It's worth checking if your PC and Monitor have DisplayPort and if so using that. If HDMI, DVI or VGA are your only options you'll need a new graphics card. The HDMI version of the screen will likely support it (2.0/2.1) but the PC's won't at that age - HDMI added support later than DisplayPort.

1080p on a monitor a quarter of the size of a TV means the pixels are a lot smaller, just go up to your TV with a magnifying glass, then do the same to a monitor
