You can get phones (USB) that attach to the PC, or wireless ones that work from the router (no need for PC to be one.

Software is usually on a disc, but it is best to download the latested software. It should not make any difference what ISP you have.

Thanx any idea where can find phone that goes to router/modem

You don't need any "specialist" equipment.

I got a mic from the poundshop, I use my speakers from my PC to hear the other party.

Your PC needs to be on to make and receive calls the basic way, not used a phone before.
Think of it as a fancier MSN.

I suspect that the OP would prefer a wireless Skype phone by the sounds of it.
PCWorld, Maplin and Argos have them.

Never realised that the phones could be used without a PC being on, but the OP did ask what was the cheapest way.

This is all explained on the Skype web site
