By all means ask Royal Mail for an explanation.

However if your direct debit details were on the letter call your bank and get that changed.

i am gunna go to royal mail and put a formal complaint in and demand an answer on why its happened
and ill pop into the bank after also and get that sorted out, thanks
but do i have to ring the orange up and see about changing the ref number or anything?

Wouldn't be overly concerned about your bank details.............they are on everything. Cheques, Debit Cards etc. People can easily get hold of those.

Maybe it got caught up in a machine and was torn

Are you sure it wasn't put through your letter box by a neighbour who received it by mistake and opened it before they discovered it wasn't for them.

I've done that a few times by mistake. Easy to do as you assume what comes through the door is for you.

it was with all the other mail so cant be

To answer your original question............you can only go to the Royal Mail to complain. The Police are hardly going to be interested in someone reading your phone bill. lol

    thats how i recieved it

I'd be phoning the bank for advice before worrying about complaining to RM

Was there owt dodgy on the phone bill, who have you been ringing lol

I doubt anything would be done. Its not as if it was robbed..... I have had it happen before, if your really worried complain but I wouldnt expect a reasonabe explanation, as for you demanding an answer....you wont get one.

Bank details are on cheques, bank transfers, cards so I wouldnt worry so much about that

    Nice PJ's

Or you could use the official HUKD Royal Mail complaints thread, which I hear they monitor regularly X)

I love that thread............that's up there with Levi's.

If the postman really wanted to take your details off of a phone bill, he'd just not deliver the letter to you

He wouldn't blatantly rip open the letter and then give it to you.

It got caught in a machine/ripped through the letterbox. No one cares about your phone bill.

just move on - lifes too short to worry about a ripped letter

When I have had letters or packages that got ripped in the RM system they have placed them in special plastic bags for the job.

If it was anything dodgy (the reason for your ripped envelope, not my parcels) then either:
    a) It would have been opened stealthily and resealed (an hour or 2 in the freezer works better than steaming)

    or

    b) It would have got lost in the post

My guess would be either on a neighbour receiving it and opening by mistake before giving to you, you say it came with rest of post but did you see the postie deliver it? It could be the whole lot went to a neighbours.

Also our postie himself has partially opened an envelope before as the first line of address was not visible behind the window, so he could only see the post code, he did put a handwritten note on the envelope though even though he knocked to explain too.
