Well I'm not sure what kind of Chromebook you're looking for but you can get good ones on eBay for about 100 quid, like this Acer Chromebook

Depends on how big the screen is. You don't need FHD on a 11.6'' chromebook.

I can tell you've never used a 11.6'' chromebook before. With 13.3''+ screen it's better with FHD. On a 11.6'' chromebook you can adjust the screen res to 1536x864 and the text is too small (unless you got perfect eyesight). It's much more comfortable with 1366x768 res. So I don't think FHD is necessary on smaller chromebooks. What I do think is necessary is to pick a chromebook with IPS screen, if not the screen will look crappy and washed out.

By the way, if I had a 6'' phone I would prefer 1080p over 2K (better battery life + sometimes you won't even noticed the difference).
