Say I have a poor resolution JPEG of a logo

and I wanted to make an exact recreation (vector) of that image, so I can improve the quality , blow up the size etc etc.

What is the best and easiest way to do so in photo shop ?

Im a complete novice on the program , so noddy language will need to be used.

That's correct, Photoshop should be for photos and for designing Illustrator should be used.

I think to the OP, the logo needs to be redesigned in Illustrator.

Send the logo to me, see if I can do it for you, I normally design things from the start, don't normally recreate stuff, but I can have a go if you want.
