Apple music and family sharing with vpn question

I use YouTube music premium myself but my partner wants to go back to her Apple music but she is put off due to the £10/M fee.

I was wondering.

Could I set up a single/family use apple music account in another country (say India), and add her to the family group and share this subscription?
or do these account have to have the same address linked on both?

edit; think I've found that it's not possible as they have to use the same iTunes store/region.

But does this stop he having say one account for iTunes (uk) and an Indian account for the apple music login, or is it one account for all iOS products? (I've not used iOS since the iPhone 4).
