    Generally Adobe Dreamweaver is considered the best web design product on the market.

    However it is expensive, and may be too fully featured for basic web design (it does support working with back end server products which a beginner is unlikely to use).

    The company Serif make their older products available free so that people get to try them and decide if they want to buy their newer ones.

    If you go here you can download WebPlus for free, which will at least get you going and give you a start in web design for free.

    There are other free products on that site which you may also find useful such as PhotoPlus and DrawPlus.

    Note there are many aspects to web design, and having a good web design product is only one part.

    To be good at web design you need:

    1) Web DESIGN skills. What makes a web site look good, what makes it easy to use, what makes it quick to load and so on.

    2) Knowledge of HTML and CSS. The languages HTML and CSS are the building blocks of all web sites. You need to have an understanding of these languages to know how to build a web site and to make it work.

    3) Graphic skills. Web sites use plenty of graphics (GIF, JPEG, photographs etc). You need to understand how to work with graphics, what graphic types are best in different situations and so on.

    This is quite a good book to help you understand the whole issue of web design and the various components I have listed above

    dreamweaver is good for learning the ropes, there are free alternatives though like kompozer

    i use a program called Notepad+, its an extended version of windows Notepad, it has no flashy gui and is free

    Although these are so rare as to be almost unknown so if you don't have them your website shouldn't stand out too much.

    I'd concur with the rest of it, If you want to get into web page making for more than just a personal website with just a few visitors then you will need to learn HTML, CSS, Javascript and the peculiarities of the current used browsers.
