Carrera bikes are good

Many including myself disagree.

OP, It's for a child I'm guessing. I wouldn't spend too much as they are just going to grow out of it.

IMO kids just chuck bikes down and brake the gears too. What about a little robust single speed?

24" wheels are recommended for ages 9-12 years. Does the child have growth issues?

If they won't grow more and a new bike won't be needed in a few years this could change what I would recommend. Can you measure the child's height?

24" inch wheels are far too small then, the below in small would fit according to the size guide.

5ft3 would want an adults size 16 frame which is classed as a small frame . If its for a teen that's growing quick an 18 might be better to grow into .
You won't get much for £250 , apollo , a very entry level Carrera , a cheapy from ebay or amazon.
If you upped it to £350 , there is much more choice , better forks , disk breaks etc.
