Bootable PCI SATA Card

Can anyone recommmend a good PCI card that will allow SATA cables connections and can be used to boot Windows?

I am trying to connect a 200GB SATA drive to an older Dell PC I have. I tried using a convertor but there seems to some issue with it not being detected every time (may be a dodgey convertor or cable).

I can get a PCI card from Amazon for under £10 but most reviews says it cant be used to boot from. I need something that is bootable.

If anyone can offer some advice I would be most grateful.
