Bright colour on black paper HELP!!!

Okay so this has been bugging me for ages! How do you paint bright colours on a black background?!?!? For example this image here... imageupload.co.uk/5dN3

using paint?

Paint is opaque - the black wont show through.

Alternative answer -

That is actually multicoloured paper which has had black paint skillfully applied

or it has had a mask over it which was later removed.

the paint looks like thick poster type so stays on surface of paper, it looks like a template has been used to cover outline of unicorn so that shape
is clear of paint , it may be flourescent paint ?

Oil paints will work, or a gouache paint
