No expert mate, but for £300 you can get quite a good bike either way. I got a bike for £39 from Toys R Us due to it being a floor model / went through the till wrong a month ago, wouldn't have minded your budget but I'm happy anyway.

try sterlinghouse website.have some good deals at the mo

300 is about right for an entry level bike, If your only doing city cycling (or at least concrete) then it really makes sense to opt for a road bike or at least a hybrid, there really is no need for a mountain bike if your not going to use it, not only do the thick tires make cycling slower but there's more parts on them to break.

In terms of where to buy it, look out for last seasons bikes, you pretty much get the same bike but for a fraction of the cost. I purchased a bike originally £600 for £400 a couple of years ago.

I think Evans Cycles is doing a sale at the moment, as it cycle surgery. Try to opt for a respected brand, Marin, Specialised etc..

cheers mate, agree with everthing you wrote, but wasnt 100% sure and thanks for tip

If your on a tight budget you should contact your local police station. Most, through various auction houses hold regular (usually monthly) auctions of stolen bikes that have not been recovered/claimed by their owner. You can get some great bargains if you know what to look for.
