Can anyone identify this electronic component?

I'm making some led lights and they are powered by a standard 12v adapter with plug socket. I have just come across a similar design somewhere and noticed they have an extra part that i don't.

Can anyone identify the black part that has the two white wires attached to it?

    I may be dim, but there's a remote possibility of it being an RF dimmer:

    Given that there is a remote control in the pic, I'd suggest it's an IR receiver/dimmer.
