    I have a custom background wallpaper but that required jailbreaking the phone and the Summerboard application.

    Yes and no need to jailbreak.

    View your photo from the Camera Roll and single click on until the icons appear.

    Select the 'copy to icon' (left most)

    Then select 'Use as Wallpaper'

    That doesn't display behind your apps while you're browsing though? Or am I wrong.

    Your right, not behind the apps - You can only change the background behind the lock/standby screen.
