Computer problem (downloaded Chinese windows)

someone was using the computer (online) today, and must have went to a chinese website, and partly downloaded the file in order to read the chinese charaters.
Now, all the websites (in "English" charaters) are no longer normal looking - example ebay: "Welcome to eBay - Sign in"
Does any know how to set it back to the normal western setting? Thanks

Which browser are you using?
In Firefox go to View > Character Encoding > Unicode

Other browsers should be something similar.

If above is correct, then in Internet Explorer 8 > View > Encoding > select Unicode (UTF-8 ) and Left to Right Document should also be selected if it isn't at present.
PS. Other versions of IE will probably be the same. Failing that, maybe a system restore could fix it.
