Courier company asking for payment of customs charges after item was delivered

The other half ordered some goods online and had them delivered by TNT. A few weeks later he received a letter from TNT stating his goods incurred a £4.20 customs charge which they had paid on his behalf, because TNT had to cover this charge they are demanding an additional £15! He's got no issue with paying the £4.20 but it's a bit cheeky of TNT to ask for more cash because they've taken it upon themselves to cover the customs charge without consulting my partner. Any one got any idea if they can legally do this? Appreciate any advice. Thanks.
