Without providing a source, it seems you are either misquoting or misunderstanding
I heard that and thought the same.
I guess it comes in just before the law to stop people wearing dangerous heels.
Wonder who did/didnt do their research.

About time too.

My pet hate is the ******** "professionals" on their crappy racing bikes, 2/3 abreast with no regard to the highway code.

i do likewise, and give them as little room as I can without smashing them and their stupid bikes into a crumpled mess.

I hardly cycle on the road but...
you ARE allowed to cycle 2 abreast
Not sure why you consider these people to be on crappy / stupid bikes.
Giving them as "little room as possible" because they are slowing you down sounds plain dangerous to me.
Do you give as little room as possible to horses, runners, tractors etc too because they are all on the road that you think you own?
You seem a very bright chap :whistling:

I always thank motorists if the wait behind, me as I cycle through places where they can't overtake safely.

Road users found to be behaving negligently or in an aggressive manner will be handed a Fixed Penalty Notice (FPN) of up to £60 by police officers.

So basically the fine is a FPN for behaving negligently and not for the actual non-offence of failing to wear a helmet

would think they would get a fine for that

highway code:-

never ride more than two abreast, and ride in single file on narrow or busy roads and when riding round bends

I got knocked off my bike whilst on the phone and not wearing a helmet, had my lights on though. Went over the bonnet, it hurt the other side. I hid my phone as i knew if it went to court it wouldn't look good. She paid £200 for a new bike without taking it to the insurers. She pulled out without seeing me so was her fault.
