Do you want a complete PC (system unit, screen, mouse, keyboard, speakers) or just the system unit?

To be honest almost any PC sold nowadays is good enough for what you want to do.

CPUs are made by both Intel and AMD, but there are so many it is hard to suggest one particular one as both companies make a whole range of CPUs.

There is a new range from Intel called iCore. They have numbers i3, i5 and i7. If you can get a PC with one of these in in would be "future proofed" to a certain extent. The i3 are the low end, i7 to top end (so more expensive).

Memory you need 2Gb minimum. If you can get 3Gb or 4Gb so much the better, but most "home" users dont use much more than 2Gb.

Hard disks are very cheap nowadays so you should expect about 500Gb, though some come with 1Tb (1,000Gb). 500Gb will be plenty for "average" use.

Not many PCs come with wireless built (a few do) but as you say you can add a card later.

As you are not playing games then you dont need to worry too much about the graphics card.

In what world can you class over 2 years old as new lol. Sandybridge is … In what world can you class over 2 years old as new lol. Sandybridge is the only ones you could class as new and they didn't refer to them.

The core i series includes sandybridge so yes relatively new - even if he wasn't referring to that. Anyway the advice to the OP was good - by getting a core i series cpu he will be future proofing to some extent to what his needs/future needs will be.
