Eastpak Reminder bag - what is the velcro for???

I recently bought an Eastpak Reminder bag like this one

I'm really pleased with it and it was a great price BUT...on the back (as you can see in the pictures) there is a stap sewn on, in the middle of this there is a velcro section which, when undone, allows you to pull the strap about 3 inches away from the bakck of the bag. WHAT is the point of this...Please someone tell me. I'm sure it must have a purpose?

Is it not to roll the bag up for storage?

No I don't think so, it doesn't undo completely, just allows you to pull the strap slightly away from the back of the bag.

Bike pannier attachment sort of thingy?
