i am in the process of reporting an unpaid item, and it states that i may get a refund of fees in 7 days....is there no way they can make them pay for something they have won?

Thank You

If you don't hear from the buyer you'll be eligible to receive a Final Value Fee credit 7 days after this reminder is sent.

If the buyer is no longer a registered member they won't receive this reminder. Instead, you should close the dispute and the Final Value Fee for this item will be credited to your account. Learn more about eBay's Unpaid Item Policy.

It used to be that if they didn't respond to the UID, then their neg would get discounted.

I haven't had to deal with the new feedback system (which is ridiculous) yet, but according to eBay's updates, a similar system should be in place:

"Removing negative or neutral Feedback left by a buyer who fails to respond to a UPI

We are building in more flexibility for what happens when a buyer responds to an Unpaid Item dispute (UPI). From May, we will retroactively remove negative or neutral feedback left by buyers who do not respond to the UPI process, or respond but do not specifically call out poor seller performance, item condition or transaction problems. "
